Pittsburgh, PA – May 12, 2015 – (RealEstateRama) — The Housing Authority of the City of Pittsburgh (HACP) will unveil the first phase of the comprehensive redevelopment of Skyline Terrace (formerly Addison Terrace), during a ribbon cutting ceremony on Thursday, May 14, 2015, at 10:00 a.m. The ceremony will be immediately followed by tours of Skyline’s community center and an open house held in a recently completed townhome.
HACP’s redevelopment of one of the nation’s oldest public housing communities is being directed by co-developers Keith B. Key Enterprises LLC (KBK) and Allies & Ross Management and Development Corporation (ARMDC), an affiliate of HACP.

Addison Terrace represented some of the oldest, most-distressed public housing stock in the nation. Skyline Terrace represents the future of affordable housing – a safe, vibrant, energy-efficient housing community that will house Pittsburgh residents of all walks of life.”

Addison Terrace Phase I is the first of a three-phase housing redevelopment plan in the Hill District. This redevelopment effort is being implemented in partnership with the United States Department of Housing and Urban Development and the Pennsylvania Housing Finance Agency.
The total development cost for the planned 400-unit development, including significant upgrades to local public utilities and streets, is approximately $160 million, making Skyline/ Addison Terrace one of the largest redevelopments of affordable housing within the City of Pittsburgh and the largest award given to a minority owned firm in the city’s history.
The 400 modern mixed-income units will be similar in quality to the recently completed Garfield Commons which was also completed by KBK Enterprises. The new development will replace 734 obsolete units of public housing constructed in the 1940s.
Phase I redevelopment activities consist of the completion of a multi-purpose community center, a variety of infrastructure improvements and the construction of 186 units of mixed-income housing, ranging in size from 1 to 4 bedrooms.
The redevelopment team has strived toward the goal of creating a community that is reintegrated into the Greater Hill District and fully connected to the surrounding community, with convenient access to local businesses and services. This has been accomplished by introducing new buildings, improving existing neighborhood streets, enhancing walkability and safety, and providing neighborhood connectivity through major infrastructure improvements.
Skyline Terrace Phase I includes numerous green design principles for energy efficiency, water conservation, low maintenance landscapes, storm water management, and the use of eco-friendly products. Skyline Terrace is the largest community in Pittsburgh to earn the designation of “Enterprise Green Community.”
