PHA Launches Online Job Bank for Residents

Agency seeks to direct more employment opportunities from contracts to residents

Philadelphia, PA – October 31, 2013 – (RealEstateRama) — The Philadelphia Housing Authority (PHA) has launched an online job bank designed to connect public and assisted housing residents with job and training opportunities as part of Housing America Month.

The positions are all with PHA contractors and vendors in a variety of different industries. At launch time, PHA was actively recruiting for over 20 open Section 3 positions, ranging from laborers to clerical positions to information systems analysts.

Housing America Month is designed to raise awareness of the need for, and the importance of, safe, decent and affordable housing in quality communities.

“Housing is the cornerstone of PHA’s mission and we are committed to preserving and maintaining affordable housing,” said PHA President and CEO, Kelvin Jeremiah. “But we’re not just about housing. We’re also furthering education, training and job placement, which is why I am thrilled to announce the launch of our online Section 3 Job Bank for residents. Section 3 is a powerful tool for ensuring that residents are participating and benefiting from PHA activities in their communities.”

Section 3 of the U.S. Department of Housing and Urban Development Act of 1968 requires recipients of certain HUD financial assistance to provide job training, employment, contract opportunities, and other economic opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods to the greatest extent possible. Section 3 requirements apply to public housing authorities and all contractors and vendors who receive contract awards from housing authorities.

PHA has aggressively enhanced its Section 3 program in 2013. Improvements include updating policy and procedures, educating vendors about the requirements, and streamlining the hiring process for vendors and residents alike.

“PHA’s vendors and contractors have been wonderful partners in this effort. They understand that PHA’s goal is to direct as many economic and employment opportunities to our residents as possible,” said Jeremiah. “As we build our pool of qualified, skilled residents through our education and job training programs, like the improved Pre-Apprenticeship Program, vendors will have a readily available workforce to draw from.”

Residents can browse job opportunities and upload or create their resumes by visiting the Section 3 Job Bank at www.pha.phila.gov/section3jobs. New positions will be posted as they become available. All residents are encouraged to submit their resumes for current and future opportunities.
