House Financial Services Staff Report Examines Troubled Public Housing Agencies
House Financial Services Committee Chairman French Hill of Arkansas and Rep. Daniel Meuser (R-PA), who chairs the Subcommittee on Oversight and Investigations, have released a staff report on Public Housing Agencies (PHAs) nationwide. The report concludes a year-long investigation into what the lawmakers describe as serious mismanagement.
On February 9, 2026, the committee leaders and Rep. Mike Flood of Nebraska sent letters to 32 PHAs that HUD had designated as “troubled.” The letters asked about living conditions, management and financial oversight. A subcommittee hearing on PHA management failures followed. On March 13, 2026, Meuser held a field hearing in Little Rock, Arkansas, on the city’s PHA, the Metropolitan Housing Alliance. Committee leadership also asked the U.S. Attorney for the Eastern District of Arkansas to investigate it.
The investigation found that many troubled PHAs failed to provide housing that is decent, safe and sanitary, as federal law requires, which resulted in wasted taxpayer resources and poor living conditions. The report cites the Housing Authority of Champaign County as an example of an agency that has adopted Moving to Work requirements and voluntary time limits.
HUD Assistant Secretary for Public and Indian Housing Ben Hobbs said HUD will keep working with Congress on PHA accountability. Meuser said he looks forward to implementing the report’s recommendations.
